This course explores and offers a comparative North-South perspective on the mechanics of trade policy formulation and its implementation in the European Union, the United States, Costa Rica and the Philippines. Trade policy formulation is best understood by considering it in several contexts:  constitutional, legal, institutional, and political.  It is also important to understand the way in which various players in the trade policy process interact with one another and with key stakeholders in the public, private and NGO spheres. In addition to presenting an overview of current trade policy principles and objectives in each of the four settings reviewed, the course also provides an introduction to the complex legal and institutional framework for the trade policy process, examines key tools available for influencing and implementing trade policy, and explore some strategic and political dimensions of the process.
