Pimer Jacquiline attained a law degree from Makerere University in Kampala, Uganda and the Post Graduate Diploma in Legal Practice, popularly known as the Bar Course, which allows her to practice as an advocate of the High Court of the Republic of Uganda.

Prior to joining the World Trade Institute, she worked with the International Law Institute – African Centre for Legal Excellence (ILI-ACLE) on programs and projects including training on economic partnership agreements and negotiating, arbitration and mediation. She further co-facilitated trainings implemented by the ILI-ACLE and the Office of the Prime Minister on “Project Cycle Management: Tools for applying Human Rights-Based and Conflict-Sensitive Approaches in post conflict situations”. These trainings were tailored for northern and northeastern regions of Uganda that are in recovery after prolonged conflict conditions.

Before that, Pimer worked as the Personal Assistant to the Program Manager with the New Partnership for Africa’s Development (NEPAD).  NEPAD is run by the African Union and the secretariat for the African Peer Review Mechanism (APRM) Initiative, under Uganda’s National Planning Authority. Pimer provided legal support and facilitated in the program processes of the secretariat, the preparation of the Country Self-Assessment Report, the Country Review Report and finally the Peer Review of Uganda in June 2008. One other objective of NEPAD is to enable participating countries to meet the Millennium Development Goals, including the increased use of trade as a development strategy. This field is of particular interest to Pimer, thus drawing her to particularly focus on contributing to her country’s development through effective and efficient trade relations.
