Javier has considerable experience in the negotiation of bilateral preferential trade agreements; throughout his career he has had the opportunity of negotiating with the EU, Canada, Mexico, Peru and Cuba. In addition to his work in free trade agreements, Javier worked as the deputy legal coordinator for the Central American process of economic integration in addition to being the liaison between San Salvador and the Permanent Mission of El Salvador at the WTO for the customs procedures, non preferential rules of origin and trade facilitation tables. Now as a MILE student he is an ad honorem advisor to the Salvadoran Permanent Representative at the WTO.

Javier's background in economics, his experience at the Salvadoran Ministry of Economy and his profound commitment to the developing world have motivated him to continue his academic formation. He is interested in developing a program which fosters human development through trade, in addition to investigating the relationship between free trade and democracy.

Javier is an avid fencer as well as a cancer awareness activist.
