Technical Barriers to Trade and Sanitary and Phytosanitary Measures

This course will explore the WTO Agreement on Technical Barriers to Trade (the TBT Agreement) and the Agreement on Sanitary and Phytosanitary Measures (the SPS Agreement).

This course takes place: Mondays 16:15 – 19:15 from 23 February to 20 April 2026

Participants will leave with a thorough understanding of the regulatory policy space enjoyed by WTO Members, and how non-tariff measures (NTMs) are treated in the WTO and in various regional trade agreements. Particular attention will be paid to the role of international standards, as well as the relationship between the TBT and the SPS Agreements and sustainable development. Case studies and exercises will draw upon recent trends in sustainability-related NTMs, including border carbon adjustments, measures aimed at preventing deforestation, and measures addressing critical raw materials and the circular economy. Participants will also learn about the work of the WTO Committees dealing with these agreements.
