Javier Gutiérrez MILE 12
Javier has considerable experience in the negotiation of bilateral preferential trade agreements and throughout his career he has had the opportunity of negotiating with the EU, Canada, Mexico, Peru and Cuba. He also has substantial experience in regionalism, serving as the deputy legal coordinator for the Central American process of economic integration during his time at the Salvadoran Ministry of Economy. In addition to his work in preferential trade agreements, Javier supported the Salvadoran Permanent Representative to the WTO during the Trade Facilitation Agreement negotiations, and later joined the WTO’s Secretariat, working in the Information and External Relations division during the 9th WTO Ministerial Conference in Bali. Javier's background in economics and trade law, his experience at the World Trade Organization, the International Labour Organization, and the Salvadoran Ministry of Economy, have allowed him to develop a unique combination of trade expertise and diplomacy. He currently works at the Secretariat for Central American Economic Integration (SIECA) where he is a Counsellor to the Secretary General. Javier’s profound commitment to Latin America and its people is his driving force and the motivation behind his career. Javier is an avid fencer and a cancer awareness activist.
