Victor joined the WTI as a PhD researcher, under the SECO Project which supports development of Regional Competence Centres for Trade Law and Policy in Peru, South Africa and Vietnam, as a member of the Faculty of the Pontificia Universidad Católica del Perú (PUCP). He researched the relationship between water and international investment in mining in Peru, with a particular focus on how to change internal water regulation in a way that is coherent with the international investment obligations of the state, in order to avoid conflicts among mines and communities in the Peruvian Andes basins.
Victor Saco is a lawyer, and holds an LLB from PUCP and an LLM from the Université Catholique de Louvain (distinction). He has researched on human rights, economic and trade law and the issues of the relationship of these fields of public international law. In his spare time in Bern Victor enjoys music, getting in touch with other cultures and travelling.
