Hugo joined the WTI in September 2018 as a Ph.D. candidate in law. He is writing his Ph.D. thesis on Disaster Risk Management and International Trade Law. His Ph.D. thesis is supervised by Peter Van den Bossche. Hugo is a Professor of Law and International Relations at Universidad San Francisco de Quito, Ecuador. He is a visiting professor at Universidad Andina Simón Bolivar, Ecuador. Hugo holds an LL.M. in International and Comparative Law, George Washington University, United States; an MA in International Relations with a minor in Security and Human Rights, Facultad Latinoamericana de Ciencias Sociales; a Specialisation in International Environmental Management, Universidad Central del Ecuador; and his LLB was from Pontificia Universidad Católica del Ecuador. Hugo has also published research papers on international law, humanitarian law, human rights, and disaster law.

Hugo has served at the Disaster Law Programme of the International Federation of Red Cross and Red Crescent Societies and at the Ecuadorian Red Cross, as National Coordinator of the Humanitarian Principles and Values Programme. Also, Hugo worked at the Office of the President of the Republic of Ecuador as Administrator of the International Agreements Module of the Information System for Governance.
