ABSTRACT: The National Development Plan that the Malagasy government has adopted and will implement to revitalize the economy and put the country on the path of development attaches special importance to inclusive growth. This concept is based on two fundamental principles: equity and equal opportunity for all to access to means of production and markets. At the sectoral level, the creation of decent jobs and the formalization of the informal sector part of the specific objectives of the plan.
