- An actors-focused approach to negotiations: The Investment Facilitation for Development Agreement

This chapter examines the Investment Facilitation for Development Agreement (IFDA) negotiation process as a Joint Statement Initiative (JSI) at the WTO. Rather than focusing exclusively on the content of such an agreement, it explores the treaty-making dynamics that were primarily led, coordinated, and contested by developing countries. The aim of this study is to determine whether there are fundamental differences or similarities when developing countries are at the center of the treaty negotiation process. To this end, the chapter examines the different roles played by some of the countries that have been central to this process: Brazil, Chile, China, India, and South Africa.
